This may be an Aeonium arboreum ‘Zwartkop’ … sometines referred to as a Black Rose Aeonium, Black Tree Aeonium or Purple Crest Aeonium.
In the garden, the leaves appear very black although these images seem to display a purplish or maroon tint.
It is a succulent that grows atop a tree-like stalk. The one pictured here is two feet tall and can be expected to grow six feet.

Thank you, Cee. I did a double-take when I spotted it in my neighbor’s garden. It really stood out amongst the more colorful flowers.

I have a friend who has a thriving succulent garden, and she has one of these that is almost as tall as me! I was walking along the sidewalks of San Francisco this week and noticed a lot more people are planting succulents these days, due to the droughts were always having. I’ve taken to liking them a lot, and your Black Rose Aeonium here demonstrates why. Beautiful.
